First Best Practices Become Law
On October 15th, concrete steps were taken to meaningfully improve the health of our educators and lower healthcare expenditures without reducing benefit levels or shifting costs. The initial set of best practices formally adopted by the Board completed their journey through the state's rulemaking process and will become law on January 1, 2009.
The four best practice standards require that all health care plans providing coverage to public school employees and their families institute disease state management, implement wellness programs, provide access to superior health care for complex medical conditions, and conduct periodic dependent eligibility audits. By statute, twelve months after the effective date of the rules all policies or contracts for health care benefits provided to district school employees that are renewed after the expiration of any applicable collective bargaining agreement must contain these best practices adopted by the Board and made part of the Ohio Administrative Code.
